District 6 Republicans Have Been Honest, Open and Fair in Clean Elections Process, Full Disclosure Made on Campaign Finances

CHERRY HILL, N.J., October 5, 2005 – Marc Fleischner and JoAnn Gurenlian, Republican candidates for Assembly in the Sixth District, issued the following statement today:
"On Tuesday, the campaign of our Democrat opponents, Assemblyman Lou Greenwald and Pam Rosen-Lampitt, issued a news release containing certain accusations against us and our campaign. It included inaccurate charges regarding our campaign finances and alleges that our campaign is receiving outside group funding.�
“We call on Greenwald and Rosen-Lampitt to end these types of news releases and acknowledge that we have been honest, open and fair in our conduct and in our adherence to the spirit and the letter of the Clean Elections law. We invite them to directly ask us any question they would like, and to contact us directly at any time. We have nothing to hide.�
“We have delivered a letter to the Greenwald / Rosen-Lampitt campaign office regarding these issues. A copy of the letter is attached below.�

Dear Pam and Lou:
In the spirit of full and timely disclosure, we would like to respond to some of the accusations made in the news release sent out by your campaign on Tuesday. Although we have until October 11 to file our next ELEC report – and to detail how our Clean Elections seed money was spent – we would like to clear the air today and make it abundantly clear that we have been nothing but honest, open, and fair in our conduct and in our adherence to the spirit and the letter of the Clean Elections law.
You have asked us to disclose immediately how we have financed our campaign:
Before being selected as Clean Elections candidates, we raised approximately $7,900 and spent $6,700. As participants in the Clean Elections (qualifying period) program, we raised $2,910 (Fleischner) and $2,395 (Gurenlian) in seed money, which was used to finance our efforts to collect Clean Elections contributions.
You have asked us to disclose immediately how we have spent our seed money:
Between July 13 and September 21, we were required to limit our seed money expenditures on efforts to qualify as Clean Elections candidates. Almost all of the seed money we raised was spent during the qualification period. As of September 21, the balance in each of our seed money accounts was $4.20 and $5.95 – and that money is being turned over to the Clean Elections Fund, as required by law. All of our expenditures were related to activities involved in soliciting Sixth District voters for $5 and $30 Clean Elections contributions. For your convenience, we have attached a copy of our seed money expenditures report.
You have asked us to disclose how we have funded our campaign since September 21:
Since September 21, we have not raised or spent a single dollar on our campaign. We have met to review and sign our ELEC Clean Elections reports and to strategize and discuss issues, conducted telephone interviews with reporters, walked with volunteers in selected neighborhoods, and prepared for upcoming editorial meetings and debates. None of theses activities required any financial expenditure by the campaign. This has been a purely volunteer effort. At this time, we have approximately $1,200 left over from our joint campaign account, and we have used none of it since September 21.
You have stated that questions must be answered before you can determine whether you should turn over tax dollars to candidates who did not muster the grassroots support to qualify:
We completely agree. Please ask us all the questions you would like. You can call us at any time. We want you to make an informed decision. We would, however, ask that any such decision be made in a fair and timely fashion, as we must plan for the final weeks of the campaign very soon – including how we might be able to run a brief, bare-bones campaign if we have only the $1,200 left in our joint campaign account. While we did not muster the 3000 checks to qualify, we honestly feel that we did our best, with very limited resources, to muster a fair amount of grassroots support that enabled us to collect and report 75 percent of the contributions necessary for qualification.
You have stated that Clean Elections is about running a transparent campaign to effectively communicate with voters without the financial assistance of a third party and cite a September 27 email paid for by the Camden County GOP to Republican supporters:
We agree – and we have not had the financial assistance of a third party since we declared as participants in the Clean Elections program. Email is free – we have never seen an ELEC report by any candidate listing an email message as a campaign or in-kind expenditure. And we are not certified Clean Elections candidates bound by the fall spending limitations of the Clean Elections law – although we would like to be and have no problems with adhering to these limitations if we were evenly funded with your campaign.
You have asked us to come clean on how the material touting our Assembly bid was paid for:
We have some brochures that were designed and printed this past spring, before we were selected for and announced our participation in the Clean Elections program. They have no connection whatsoever to Clean Elections – they don’t mention the program and they were paid for before we participated in the qualification portion of the Clean Elections program.
You have asked if this campaign material has been paid for with seed money designed only to help candidates collect qualifying (Clean Elections) contributions:
No, it has not been paid for with seed money. Our seed money was spent on publicizing the Clean Elections program and trying to obtain qualifying contributions – not on any campaign material we used this past weekend (see attached seed money expenditure report).
Finally, you have asked us to denounce negative campaign tactics suggested in a September 27 GOP email that included an encouragement to “hammer away� at you:
We did not write this email and had no idea that it would include this plea. We do not favor negative campaign tactics, and hope you will also denounce negative tactics, including your two attempts to malign us by suggesting to the media that we have been fraudulent.
We hope these answers will help clarify some of the questions you have. If they do not, please feel free to contact either of us, or our campaign manager or treasurer, with any further questions you may have. We will continue to be open and honest regarding our Clean Elections and campaign activities because we would like for you, the voters, and the media to have complete, accurate information in the coming days.
