Jersey City Councilman Steve Fulop hasn’t announced his candidacy for mayor next year, but he’s already begun cobbling together a slate.
Former Hudson County Sheriff Joseph Cassidy today announced that he will join a ticket headed by the 31-year-old Fulop in next year’s election. Cassidy, 67, plans to run as a council candidate along with James Carroll, who hopes to run in Ward D.
Jersey City has nine council seats – six from different wards and three at-large. Cassidy has not yet determined whether he will run for an at-large seat or for the Ward A spot currently occupied by Michael Sottolano.
Cassidy served as sheriff between 1994 and 2007. Last year, he ran for reelection on a ticket headed up by Union City Mayor Brian Stack, who fielded his own slate of county-wide candidates in a spat with the ruling Hudson County Democratic Organization. He lost to HCDO-backed Juan Perez by less than two points.
"For many years, I've seen what it's like to be on the other end of dealing with politicians both on the municipal level and the county level," said Cassidy in a press release. "I've watched as the Hudson County political machine dictated policy and hiring practices — even in Jersey City. And unfortunately, that kind of practice is not always what's best for the residents and taxpayers.
Fulop said that Cassidy is a well-known figure in Jersey City, and will improve his prospective ticket’s visibility, especially in Wards A, C and D.
“I am honored to be preparing to be on a ticket with him. His long-term experience dealing with the public, the budgeting process and with the safety of the people of Jersey City makes him an ideal candidate to be on the ticket,” said Fulop.

How can one lead or even call it "a ticket" if Mayoral candidate Fulop is not at the top of it?

Unlike most cities there is no line.The Mayor runs seperate from the councilmen.Its all on the same ballot but the councilmen are not lined up under the mayor.Those three could all run for council seats as a coalition with no one at the top of the ticket.Its been done before.I don't think this is the case here but that is how Fulop won his own race.

Yes, a mayoral candidate runs at the head of a ticket with a council slate regardless of where they are on the ballot. In their literature most candidates run as a "Team" when there is a declared slate.
To tip toe around the obvious by saying it will be "headed" by Fulop but he has not declared certainly makes it sound like it's a Fulop for Mayor Ticket being cobbled together.

fulop is making a tragic mistake running for mayor this early in his career without a solid organization or a real record of achievement. and filling his dance card with also-rans and losers from years gone by is not going to help.
he won't make the runoff (especially if bret clears up that $180G issue and runs) and regardless of who he cuts a deal with (the hated healy, the loony manzo, the vengeful cunningham) will have zero influence in city politics after july 1 2009.

That would really help move a reform agenda and put him in a place to run for Mayor in 4 years. Time is on Fulops side. It may be last call for Healy.

Despite what Natty Dumbo says, having a well known and respected law enforcement guy with an impeccable record on your "team" on your "ticket" or as your running mate is a good move -- especially when he carries his ward.

fulop can't even parlay the supposed momentum of his good government referenda into a campaign. then, he gets upstaged by an "ally" running for his seat because he can't make up his mind. now he puts together a slate before even announcing a mayoral run.
with the hcdo against him, there's no way fulop will take control of the council. and if he doesn't get himself re-elected, do you really think his "slate" is going to take his orders? no, they'll do what's best for them and their respective wards - that's how they get re-elected.
no, look for fulop to run for downtown again and have a tough fight against skinner. if he runs for mayor, he's finished in jc politics.
