Newark City Councilman Luis Quintana is on his way to Trenton to file petitions to run in the general election for State Senate to represent the 29th District, according to incumbent Assemblyman Wilfredo Caraballo.
This sets up a potential three-way race in November for the open seat. Assemblyman William Payne has also indicated his intention to run as an independent, and would become the only African-American candidate in the race.
The Democratic nominee is expected to be Teresa Ruiz, the Deputy Chief of Staff to Essex County Executive Joseph DiVincenzo. She is unopposed in next week’s Democratic primary.
Caraballo a six-term incumbent, is in a dog-fight to keep his Assembly seat. He lost the support of the Essex County Democratic Organization -- and his political mentor, North Ward powerhouse Stephen Adubato, Sr. – during last year’s state budget battle. He faces former Assemblyman Albert Couhinto and attorney Grace Spencer, who have the backing of Newark Mayor Cory Booker, Adubato, and nearly every other party leader.
The incumbent, a Seton Hall Law Professor, is hopeful that Quintana’s decision to enter the Senate race will change the dynamic of his own primary.
“I anticipate that he will win in the North and East wards and be competitive in the rest of the district,” said Carballo.
The 29th district seat has been held since 1999 by Sharpe James, the former Mayor of Newark, who is not seeking re-election.

should have run together.
Caraballo and Quintana missed the boat here....they should have run together! That would have been a strong Latino ticket, and maybe enough to thwart the Adubato/Booker machine.
But running apart, I can't see it changing much, other then Payne benefiting from a split Latino vote for Senate.
I Disagree With You Mr. Democrat
I can not vote in this race because I do not live in the district, however I see a fundamental difference in Assemblyman Caraballo and Councilman Quintana. Assemblyman Caraballo is a well respected man that has demonstrated his ability to lead with intellectual thought that benefits his district. He is well respected in the field of law and serves his district with honor and integrity. I wish that he were my state assemblyman because I believe he is the benchmark of what New Jersey residents should expect and insist on in a representative. I am deeply troubled to hear that Mr. Adubado and Mr. Booker would attempt to eliminate a representative that has served his constituency well, because of their personal political motivations. As far as Councilman Quintana, I do not believe he would be a member of a strong Latino ticket. He has a questionable past and his judgement regarding his personal affairs have not always been sound. Any representative that will use his office to pursue women is clearly focused on himself and not representing the needs of his or her district. Well if you are thinking what about William Payne, he goes in the same boat. We all know one of his girlfriends works on his brothers staff in the House of Representatives and that he was caught in the house of a married woman. In fact the woman's husband certainly let Assemblyman Payne know that his house call representation was not welcome and proceeded to give the assemblyman a black eye. The only independent that is running for office with integrity is Assemblyman Caraballo.
